With apologies to Dr. John, JCPenney’s new CEO Jill Soltou is making some smart decisions on personnel, merchandising and inventory management. But she’s just making them way too slowly and not articulating the master plan, the kind of thing that shoppers (not to mention suppliers and investors) notice and make a difference in how they choose to react to businesses in turmoil.
