Best of Times, Worst of Times for Off-pricers

Dickens couldn’t have written this any better. Off-price retailers like the TJX brands and Ross will have access to an unprecedented amount of goods when they reopen their stores. But their online businesses are downright embarrassing, underdeveloped and in some cases non-existent. It’s why it’s a good news, bad news situation for these stores that is nothing to laugh about. These guys have been very smart but right now they are looking pretty Stupid.
